Not wanting to be beaten by Microsoft and loose my sim and addons, I have come up with a work around. It works perfectly for me, hope it does for you. I am pretty confident that this procedure will let you run FS2004 under Windows 10. If you are having video problems running FS9 in Windows 10, read this post: Fs9 under win10 AFAIK, the patch makes no other changes to how FS9 runs. That's it, you should now have FS9 running as before.

The symptom can also be a message popping up about running as an administrator. There appears to be a Windows Update that is causing FS9 to do nothing when you double click it.
